In the health decentralization system, the participation of local governments needs to be increased in solving the problems of availability of drugs, vaccines and essential medical devices, supervision of medical devices and PKRT, as well as the resilience of national pharmaceuticals and medical devices.
The role of the local government, in this case the Health Office, is regulated in the division of authority for the implementation of government affairs in accordance with Law Number 23 of 2014 concerning Regional Government, Law Number 11 of 2020 concerning Job Creation, and regulations on program/activity nomenclature in the regions.
As a coordinated effort to overcome the problems that occur, it is necessary to harmonize the implementation of programs and activities in the field of Pharmaceuticals and Medical Devices between the central government (Ministry of Health) and local governments (Health Office). This is done through comprehensive discussions to identify the problems that occur, so as to produce concrete follow-up formulations in overcoming problems and challenges to improve access, independence, and quality of pharmaceutical preparations and medical devices in health services.
The draft RPJMN 2020-2024 mandates the targets and strategies that must be pursued in fulfilling and increasing the competitiveness of pharmaceutical preparations and medical devices, where the main objectives include access, independence and quality of pharmaceutical preparations and medical devices in support of health services.
The main problems faced and require follow-up are the uneven availability of drugs, vaccines and health supplies; the lack of optimal supervision of medical devices and PKRT; and the lack of resilience of national pharmaceuticals and medical devices, including the awareness and concern of the public and health workers about the importance of the independence of pharmaceutical preparations and medical devices.
Efforts to realize the resilience of national pharmaceuticals and medical devices in health reform, as well as follow-up on problems that occur in the community, need to be comprehensively actualized and require the participation of the Provincial and Regency / City Health Offices and related Ministries / Institutions.
Considering the importance of synergy between the Regional Government and the Ministry of Health in the implementation of programs and activities in the field of Pharmaceuticals and Medical Devices as an effort to implement health reform, the RAKONAS is a strategic effort to be made.
The 2021 RAKONAS of the Directorate General of Pharmaceuticals and Medical Devices raises the theme of Realizing the Resilience of Pharmaceuticals and Medical Devices in Health Reform and will be held in 2 batches, for Wave I (Eastern Regional) on 26 - 28 April 2021 and Wave II (Western Regional) on 29 April - 1 May 2021 with an online implementation method using a dedicated application involving the Ministry of Health, pharmaceutical and medical device managers at the Provincial and Regency / City Health Office, as well as working partners, with a total target of 861 participants from both batches.
Officially opened by the Secretary General of the Ministry of Health of the Republic of Indonesia, drg. Oscar Primadi, MPH. on April 27, 2021, strategic topics will be discussed, including:
- Update on Policies, Activity Plans and Regulations for 2021 in the Implementation of Programs at the Directorate General of Pharmaceuticals and Health;
- Access to Independence and Quality of Pharmaceuticals and Medical Devices includes the delivery of information about the role of related Ministries / Institutions in efforts to increase the independence of domestic products;
- Synchronization of Central and Regional Policies in the Implementation of Mandates in the Pharmaceutical and Health Care Sector which includes the implementation of the Job Creation Law and other central regulations in the implementation of activities in the regions;
- Covid-19 Pandemic Handling Update;
- Utilization of Information Technology in the Pharmaceutical and Medical Device Sector; and
- Virtual exhibition of networking in pharmaceuticals and medical devices.
The series of RAKONAS activities also featured a virtual exhibition participated by the Directorate General of Pharmaceuticals and Medical Devices, professional organizations, the pharmaceutical and medical device industry, and related partners to build central and regional participation in the programs and leading roles of pharmaceuticals and medical devices.
