“Kick Off Piloting Primary Health Care Transformation”
Kick Off Piloting Primary Health Care Transformation was held at Gd. Sujudi - Ministry of Health on June 10, 2022. Beginning with remarks and presentations: Director General of Public Health - Dr. Maria Endang Sumiwi, MPH; Minister of Health - Budi Gunadi Sadikin; Minister of Villages, Development of Disadvantaged Regions, and Transmigration - Dr. (H.C.). H. Abdul Halim Iskandar, M.Pd; Coordinating Minister for Human Development and Culture - Muhadjir Effendy; and Minister of Home Affairs - Tito Karnavian.
The meeting was attended by the Regents of the 9 pilot sites (Ogan Ilir District, Garut District, Surabaya City, West Sumbawa District, South Central Timor District, Banjar District, Maros District, Tual City and Keerom District); Junior and Senior High Officials within the Ministry of Health; Heads of Health Offices from 9 Provinces namely Riau, West Java, East Java, South Kalimantan, South Sulawesi, East Nusa Tenggara, West Nusa Tenggara, Maluku and Papua; representatives from the Ministry of Finance, Bappenas, and BKKBN; representatives from Puskesmas, village representatives and cadres from the pilot sites.

The Primary Health Care Integration Kick-off is part of the implementation of Primary Health Care Transformation, by improving access and quality of health services to address public health problems and realize a healthy society by improving the standardization of health services, institutional and organizational structures, as well as massive digitization in the service system, where data entered from health facilities will also be entered into a digital platform that can be accessed in real time by related parties.
Health services focus on the target group (people center), which initially only serves mothers and babies, later Posyandu offers packages for all ages, from children, adolescents, to the elderly. To be able to run optimally, institutional arrangements, resources and tiered coaching patterns are needed, one of which is revitalizing the role of Posyandu and institutional systems including organizational structure and budget.
The Piloting of Primary Health Care Transformation will be conducted in 9 provinces representing four regional settings in Indonesia, namely urban, rural, remote and very remote, and conducted for 3 months in 2022 with the Indonesian Health Development Policy Agency (BKPK). BKPK plays a role in documenting, issuing studies and policy recommendations that include evaluating improvements in service coverage and quality, mapping human resources and competencies needed in primary care networks, as well as calculations and mapping for 2023.

The Ministry of Health will reactivate 300 thousand Posyandu in all neighborhoods and there will be Posyandu Prima in 10 thousand villages in 74 thousand villages. At the Posyandu level that comes to the house, there are 12 packages of health services, at Posyandu Prima there are 21 packages, Puskesmas about 30 packages.
The actualization of the role of Farmalkes in primary care related to this transformation is through the Pharmaceutical Management and Services Improvement Program, including: strengthening the governance of public medicines and health supplies, especially basic health medicines; increasing the capacity of pharmaceutical personnel in pharmaceutical service facilities; optimizing drug management in ensuring the availability and quality of drugs in pharmaceutical service facilities; optimizing guidance and supervision in order to improve the quality of pharmaceutical service facilities; improving the implementation of pharmaceutical service standards and continuing to educate on the rational use of drugs through the smart community movement using drugs (Gema Cermat).
