President Joko Widodo (Jokowi) emphasized that health development programs carried out by regional governments should be integrated with the central government to produce significant progress.
The President made the statement when opening the 2024 National Health Work Meeting (Rakerkesnas) at ICE BSD, South Tangerang, Wednesday (24/4).
"That is why regional health development must involve Bappeda so that future health development plans are integrated," the President said when opening the 2024 National Health Worker at ICE BSD, South Tangerang, Wednesday (24/4).
The President stated that there needs to be a long-term, medium-term health development plan, as well as a Health Sector Master Plan (RIBK) as a reference for the central government, regions, and the private sector in carrying out health development.
"Everything must be synchronized, everything must be in line, everything must be in a straight line, which must be done. Don't work on your own, if you work on your own, there will be no results," the President said.
To harmonize central and regional development plans, the Ministry of Health (Kemenkes) held a Rakerkesnas 2024 meeting held at ICE BSD, South Tangerang, Banten, for two days, namely 24 and 25 April 2024.
The event themed "Health Transformation: Moving Towards a Golden Indonesia" was attended by around 2,100 participants consisting of representatives from all provincial/district/municipal health offices, provincial/district/municipal Bappeda, UPT of the Ministry of Health, representatives of ministries/institutions, and other health development partners.
"That is why this morning we want to consolidate and integrate to produce a concrete step from the health problems we have," said the Head of State.
In his report, Minister of Health Budi Gunadi Sadikin explained that the Ministry of Health (Kemenkes) is currently preparing a National Medium-Term Development Plan (RPJMN) that will serve as a strategic foundation for achieving health targets in the future.
In the preparation of this RPJMN, the Ministry of Health also incorporated a new health concept, namely from treating sick people to keeping people healthy.
"We incorporate this new concept in health transformation, by inviting the participation of 514 districts/cities and provinces, not only the head of the office, but also inviting the head of Bappeda, including the director of the Regional Public Hospital, who we invite to come," said the Minister of Health.
The Minister of Health explained that the involvement of Bappeda in the Rakerkesnas 2024 is to obtain important inputs in the preparation of the RIBK, which is targeted to be completed in August.
The preparation of RIBK is in line with the mandate of the Health Law 17 of 2023 which changes the paradigm in health planning, from program following budget (program follow money) to budget following program (money follow program).
In this paradigm, the health budget is not set at 5 percent or 10 percent, but according to program needs/priorities.
The Minister of Health hopes that the RIBK will become a national guideline referred to by the central and local governments in planning, budgeting, and implementing health programs in their regions.
Along with the preparation of the RIBK, the Minister of Health also wants the implementation of the 2024 National Health Meeting to be a good momentum to consolidate and coordinate all the strengths and programs of all components of the nation to realize the Golden Indonesia in 2045.
