In supporting the availability of standardized natural raw materials, namely simplisia and standardized extracts, the Ministry of Health has implemented a facilitation and coaching program for the Post-Harvest Processing Center for Medicinal Plants (P4TO) and the Regional Extract Center (PED) since 2012. This Ministry of Health program is in the form of providing equipment facilitation at P4TO and its laboratory equipment, equipment facilitation at PED and its laboratory equipment as well as increasing the capacity of P4TO and PED human resources in technical and management fields.
Until 2023, 18 P4TO recipient regions and a total of 3 PED recipient regions have been awarded. In the implementation of the P4TO program, there are 12 active regions that have implemented the program according to plan and developed and produced innovative products. As for PED, of the three recipient regions that are currently in the stage of optimizing equipment and making production plans, namely PED B2P2TOOT Tawangmangu and PED Pekalongan City, while PED Kaur is still not active.
In line with the increasing need for natural raw materials, it is necessary to improve various aspects ranging from human resources, the potential of natural resources that can be cultivated, optimization and / or revitalization of equipment, as well as downstream production results so as to encourage the optimization of absorption of P4TO and PED results by industries and businesses of natural medicines and other industries such as the cosmetic industry and household food. In addition, efforts are needed to increase market guarantees, especially for pharmaceutical preparations that use domestically produced raw materials. Government agencies both at the central and regional levels and the private sector must prioritize pharmaceutical preparations that use domestically produced raw materials in the procurement process of goods/services carried out through electronic catalogs. Natural medicines listed in the e-catalog have a domestic component level (TKDN) value of at least 52%.

On May 2, 2024, the Directorate General of Pharmaceuticals and Medical Devices through the Directorate of Pharmaceutical Production and Distribution held a "Business Matching Between P4TO-PED and Herbal Businesses in the East Java Region" in Surabaya City to establish potential potential cooperation between industry as a producer and P4TO and PED recipient areas as providers of standardized natural raw materials, especially in the East Java region. This meeting was held in order to find out the needs, opportunities for cooperation, challenges and readiness of P4TO in providing OBA materials (simplisia / extracts) and other potential cooperation so that they can jointly support the independence of natural raw materials in Indonesia and create a good herbal ecosystem.
Director of Pharmaceutical Production and Distribution Dita Novianti S.A. in her remarks expressed her appreciation and hopes to the P4TO-PED Recipient Regions and the P4TO-PED Technical Team who have contributed and played an active role in the implementation of the P4TO and PED development programs in the regions so that they can continue to strive to optimize the use of the equipment provided to help MSMEs in their regions through the provision of standardized natural raw materials. Director Dita also expressed her appreciation to local governments, ministries/institutions, associations, academics, business actors and other relevant stakeholders who have made efforts to support government policies in increasing the use of domestic products and efforts to optimize and develop P4TO-PED in the regions. It is hoped that cross-sector synergy will be formed in the provision of raw materials and standardized products to support the creation of a good ecosystem in the development of natural medicines in the East Java region and in the future it can become a central center for standardized natural raw material commodities in Indonesia.
