Food is one of the basic human needs whose fulfillment is the basic right of every human being. Human demands for food will be directly proportional to the welfare level of the community. The higher the level of welfare, the more complex the demands, ranging from food security, food safety, food nutrition, food palatability, food functionality, and nationally, the government regulates it through the implementation of food safety.
World-wide food poisoning outbreaks have become a concern for the food industry and the public as consumers. One of the issues is the uncontrolled addition of food additives (BTP) and the use of other harmful chemical substances.

In accordance with the mandate of Government Regulation 86/2019 on Food Safety, food safety is organized through various arrangements, including the regulation of Food Additives (BTP). Article 13 paragraph (2) states that BTP produced, imported into the territory of Indonesia, and circulated must meet the standards and requirements in the Indonesian Food Code stipulated by the Minister.
In 2018, the Ministry of Health has published the 2018 Indonesian Food Codex. The Indonesian Food Codex (KMI) itself is a Guideline or Standard that is nationally recognized as a quality requirement for Food Additives (BTP) applicable in Indonesia through the Decree of the Minister of Health Number HK.01.07/MENKES/261/2018 concerning the Implementation of the Indonesian Food Codex (Food Additives).
Along with the development of testing technology and international references, the Ministry of Health periodically updates the types of food additives circulated in Indonesia through the preparation of the Indonesian Food Codex Supplement.
