Improving the resilience of pharmaceutical preparations and medical devices is one of the Ministry of Health's priority programs within the framework of the Health Resilience System Transformation.
The COVID-19 pandemic has taught us a valuable lesson, namely the need to improve the health resilience system by increasing the production capacity of health products in the country, including drugs and clinical nutrition. This can only happen with the cooperation and synergy of various parties, one of which is the role and synergy of academics/researchers, the health industry, and the government.

Therefore, the Ministry of Health through the Directorate General of Pharmaceuticals always supports the efforts of the health industry in the development of domestic health products. As stated in the implementation of the "Inauguration of Soft Bag II Production" PT. Otsuka Indonesia in Malang on June 13, 2023. Agusdini Banun, Director of Pharmaceutical Management and Services of the Indonesian Ministry of Health, who was present representing the Director General of Pharmaceuticals and Medical Devices, said that the government appreciates PT. Otsuka Indonesia's steps in developing a soft bag factory that can produce up to 63 million soft bags per year.
"Business actors are expected to continue to develop product portfolios so that more domestic products and meet the needs of the domestic market to realize the resilience of the health system in Indonesia," Agusdini said.
Agusdini added, the need for basic electrolyte fluids in 2023 is estimated at 181,418,716 bottles to meet the national health insurance program (JKN). "This is a big challenge and opportunity for PT Otsuka Indonesia, but it must use domestically produced pharmaceutical raw materials," said Agusdini.

In addition to the Ministry of Health, the inauguration of the Soft Bag factory was also attended by the Regent of Malang, the East Java Provincial Health Office, and the Directors and Commissioners of PT Otsuka Indonesia.
